Reminds me of this quote from one of Richard Rhodes’s books on the expansion of the US nuclear arsenal. Not a perfect parallel but in both cases a justification is sought after the fact for a course already decided on.
"In October 1947 the US military believed officially that 150 atomic bombs with a total yield of three million tons of TNT equivalent - 3 megatons - would be sufficient to defend the United States. In the years to come, one hydrogen bomb would develop four times that total yield and the number of such weapons in the US arsenal would multiple to four and then five figures, the extent of the threat always increasing in official estimates to match the rate of manufacture."
