I would say they, or some anarchists, at least, are partly to blame for it. But it's false to place primary blame on the anarchists. And there would have been no resistance if not for the anarchists initial efforts. The fascists would have won day one.

"Consciousness intensifies the capital relation" is a funny one because since capital is a social relation, without consciousness, it could not even exist in the first place. Not sure how consciousness as such could intensify it.
