Every few years I remind people of the Neuroscience Peer Review Consortium (nprc.incf.org). It's great! You submit your neuroscience paper to a journal, and if they don't want to publish it, you can choose to reuse the reviews at a different journal. Strong recommend.
NPRC | An innovation in science publishing
NPRC is a cross-publisher alliance of 70+ journals that aims to reduce the time and effort involved in peer review and publication of neuroscience research.
