I see two options: first, the fact that no one who voted for this is up for reelection soon is a big coincidence; second, it was coordinated, probably by leadership.

Seriously: shutting down the government routinely is awful. If you try to figure out some default that might kick in absent agreement, it will always be better for one party, who will then have no incentive to negotiate.
