New USDA guidance makes it unclear whether refugees, asylees & SIVs with green cards will be forced to wait 5 years for benefits, despite U.S. law saying they’re exempt.

This uncertainty is leaving families in limbo & prompting some states to consider blocking Legal Permanent Residents altogether.
