I was thinking about this last night, Tusk *is* eccentric but I think everything on it (apart from, maybe, The Ledge & the title track) has an equivalent on Rumours - it's Rumours dialed up to 11. And I think that's part of Rumours enduring success, it's slightly weirder than it lets on.
