No such thing as blue states, only red states w/pockets of blue cities. Gerrymandering dilutes historically black stronghold districts to control schools,votes, etc…. 18th district been black representing since 1973, when THEE Barbara Charline Jordan took over, up to Sylvester Turner recent passing.
