Do FEC rules apply to local elections? Genuine question; I would have assumed they only affect federal elections.

This is my budget mono-red Modern deck that I built just to have a deck for the format.
It isn't so much a *spellslinger* deck as a burn deck, but it's budget, and every card just does what it says in the text box.
