This is the proper chart to start b/c the % turnout is influenced by act. vote and a large + in RV. Yes, RV vote went down, but the % crashed b/c of lower turnout AND more RV. (This would seem to rule out Motor Voter, which was '93.) Hate to say it, but I'd really like to overlay this w/ demo data.
