Any commercial organizations that rely on research sites for research for their products will have increased costs or reduced access to qualified sites as well, I presume. The effect will carry across more than just universities. (I don't read NYT so I can't tell if they mention that.)

Unaddressed disasters are their way of throwing up their hands and saying 'not me, wasn't me!' at eugenics, so, yeah. Same for all marginalized populations, you have less, you can do less to fight back, you have to work harder even on the best days, your energy is consumed before the disaster.
