They were able to try because 18 U.S. Code § 1029 explicitly gave USSS authority to investigate anyone producing, using or trafficking in counterfeit "access devices", and those effectively are any telecommunications device you could use to get anything of value.

The Comprehensive Crime Control Act of 1984 gave the Secret Service jurisdiction over investigations of unauthorized computer access, i.e. hacking. USSS already had jurisdiction over credit card and banking fraud and this expansion was explicitly to aid their ability to investigate those crimes.

Current Singapore isn't going for it either. "Artificial island near Singapore" means the school is actually in Malaysia. It's specifically in Forest City, a property development originally intended for PRC expatriates. The project got screwed over by Xi's currency export controls and is now empty.
