Apparently many passengers on these flights are travelling point to point - maybe cross channel rail competition will eventually change this.

Typically on any one project, some work is done by NR in-house and some done by private sector consultants (especially for signalling). It varies a lot from project to project. Organisational funding has been so thin lately that more funding is project based, i.e. risky, i.e. consultants

I wanted to answer the question: at what point did it become impossible to buy tickets e.g. Leeds-Amsterdam sailrail, or through tickets to the continent (excluding Eurostar)

I have often wondered what happened to BritRail International, I had a clue that SNCF had bought it but wasn't sure. I've been meaning to go to the library to research this but I never found the time.

Such a scheme as a viaduct (the rail geography makes a tunnel vastly more expensive and much longer here) was even authorised by act of Parliament in 1898 and again in 1911 but never built, then the First World War happened, railway mania died off and so did that project.

But the direction by UK Gov to devolve more rail responsibilities to Mayors is clearly a move in this direction. A Leeds or Bradford 'Crossrail' to unlock the capacity is not 'steaming at us down the track', so to speak.

Thee underground idea was latterly replaced by elevated proposals. From the early 90s onwards, the proposals were largely at-grade. Some of the proposals have been trolleybus-based rather than rail-based. The current proposal is for conventional light rail.

The Leeds history is a sad one. No shortage of ambition, but the constantly evolving ambition has meant meaningful and easier improvements have not happened. Unlucky but also strategically undermined by centralised decision-making and few truly devolved budgets.

Yes, there was a post-war plan to move the existing tram lines in Leeds city centre below ground. Sadly this did not come to anything as money was short at the time. Likely Leeds would still have trams today if it had, instead it lost them in the 1950s.
