The point of building a list of all active dissidents is to be able to then go door-to-door abducting or murdering them. Since the list is quite long and they could not accomplish the whole extermination in a day, the goal becomes to terrorize those who are not yet gotten into hiding.
ICE agent asked why he's taking pictures of a legal observer's car, replies: "Cuz we have a nice little database and now you're considered a domestic terrorist. So have fun with that."

🚨HOLY CRAP. An ICE whistleblower just revealed a secret memo authorizing ICE officers to break into homes without a judicial warrant, which DHS's own legal training materials say is unconstitutional!

ICE then hid the memo from the public, passing it along by word of mouth and private conversation.
