Finally, cutting all recommended custodial sentences in half except for violent and serious sexual offenders. Offending rates would not increase and the world could live with the mock outrage.

I agree. Resourcing the current system is first. Abolishing custody of less than one year is next (with a failsafe to stop one year one day!) Then - Judges insisting on their right and duty to list cases regardless of artificial limits on sitting days.
