Putin didn't change it. He reacted to extremists in West Ukraine wanting to reject the Russian heritage that East Ukraine cherished.
Crimea was not part of Soviet Ukraine until 1954.
Eastern Ukraine was not Slavonic until Catherine the Great conquered it.
