Civilian control of the police is a myth it's not a surprise to play ball with them at least in the beginning. If he ripped the bandaid off immediately he'd probably get assassinated.

Generally, procedural generation is still pulling from a pool of options a developer created. Generative AI is pulling from whatever the training set is which tends to be the internet, meaning other people's unattributed work.
