My mom has a story about finding her Grandma Mabel's flower beds filled with hemp one summer and being so worried she'd get in trouble, but grandma just smiled and told her they grew that on the farm when she was a girl, so when she found a volunteer she propagated.

Yeah exactly... this is very purposeful and part of a long-haul strategy. It just happens that theyre deploying this as part of a barrage of distractions.
