Finland made it illegal to charge for schools and only get government grants pr student, which forced the policymakers to make all education good for all the schools, as their own kids would go to the very same schools.

You can’t make all colleges free. Thats a license for them to jack up tuition to the government. It’s what they did when student loans became available to anyone and couldn’t be released in bankruptcy
States should parter with Community colleges and a single 4 year per DMA to be free.
