I don't know who's interested in this sort of things, but here's my attempt to explain why Lawvere-Tierney topologies (aka “local operators”, aka “nuclei”, aka monads on truth values) on the effective topos can be seen as generalized oracles and vice versa.
So, just to recap, a L-T topology on the effective topos is going to be (externally!) a map J:𝒫(ℕ)→𝒫(ℕ) such that (P⇒Q)⇒(J(P)⇒J(Q)), P⇒J(P) and J(J(P))⇒J(P) are realizable (in the sense that there are programs which, for all P,Q⊆ℕ, take an element of the LHS to one of the RHS). •1/10
