I also noticed that it attributes the rise in federally declared disasters to "shifting costs" from local agencies to the feds, rather than, oh, say, an actual rise in disasters that are catastrophic enough to require federal support. The country is burning and flooding somewhere all the time, now.

Your Loona looks a lot like my McNubbin! We found him in Downtown Houston in 2019 as a stranded kitten. I wonder if they're related?
