If a student turned in this kind of nonsense, they'd be lucky to scrape a pass. Let's analyse the framing that links profit margin to the fact that the company take referrals from other agencies - inference, they have a high turnover because, there's high demand, because access is unmanaged.

Firstly, the headline: suggests a serious situation of misuse needing a 'crack down' - there is *no* evidence presented in the article that there is a widespread or serious fraud. And the subheading then links need for an adapted to car to income - but why?

There is no critical framing of the information in this screenshot to suggest why these details are suggestive of scheme misuse. The article already acknowledged upto three users are allowed per vehicle - so why shouldn't a family use the vehicle for school runs? Why is that prohibited?
