That's how most modern translations take it. But the Vulgate, Luther, Tyndale, Spangenberg, the KJV, Peterson, and the MEV take it as a distinct idea.

Here's Lenski's full argument, but essentially, if it's referring to sex, there's a few oddities about it.

In 1550, Sir John Cheke gave 'wizards" in his translation of St. Matthew's gospel. Honestly, it might still be the best.

God's Son did not die only to win forgiveness.... This is how many see Christ. They, therefore, seek nothing in Christ but comfort for their restless conscience. That they should actually become holy again is of no concern to them at all. They are caught in a most dangerous error.
