It feels like the city is heavily encouraging people to just run illegal pop ups because the rules are so damn hard. If you are in your early twenties here and you don't have a ton of connections with laywers/alders, you need 20,000 dollars to even begin being able to run your business

I need a Illinois LLC which is already one of the more expensive in the nation. Then I need a PPA to run events (a whole process + ~1000). I need an lbl to sell anything at all (more forms more money). I need a variance, I need a licensed architect, I need to explain where people will park

do you have a sense of why they "want to make" these decisions. It would be one thing if they just wanted to spend a tiny amount of money, but they seemingly are spending a lot per person and doing a bad job

I'm stuck on gardaworld thus far. Why are we hiring a company that markets itself as a security company to house people? Shouldn't we be contracting out shelters or the people who already work with homeless? Are they just not capable of taking on such a big project?

I know enough about charity to not be to quick to call out a charity for high staffing costs but wtf? shouldn't most of the costs be buying up buildings and food? What are staff needed for? What is the comparable for a currently running homeless shelter?
