The winner of the primary goes on to the general election.
Voting procedures are up to each state. The constitution gives the states that power.

Dems would have to modify their proposals so that Republicans would be willing to vote with them.
Lefties would howl bloody murder but the Republicans know politics is a long game & they play it better.
So many in our party would prefer nothing to something Republicans would agree to, here we are.

I said that if YOUR PARTY IS IN THE MINORITY, you need to convince enough members of the other party to cross over and give you a majority vote.
"Majority" meaning more than 50% of members vote the same way, regardless of party affiliation.

You forgot that there were some Dems who weren't all on board with it.
Like I said, if you're in the minority, you have to pull in votes from the other side.
At the time, members didn't march in lockstep. Some Republicans voted for it, some Dems were against it.
It was modified to get a majority.

When did the GOP block everything when they were in the minority?

The Congressional minority has NO power unless they can convince enough members of the majority to vote with them to make a MAJORITY.

Hence, the need for bipartisan bills. They are the only chance the minority has to get anything.
