I've definitely noticed that in YT and TikTok vids, I assume to try and dodge the content filters on those sites? But yeah, it's super patronizing to put on the kiddy gloves just for the subtitles.

The modern glasses are tinted plastic to the same purple shade as the original compound and have the same effect. The best styles totally encapsulate the eye, like goggles, to let you adjust to the very dark lenses. Any glasses that light in through the side will ruin your night vision too fast.

But truthfully it's not illegal - you can easily buy dicyanin from many chemical suppliers in the US. What is true is that it's toxic and so putting it near your eyes (even behind glass) seems quite risky. The glasses now for sale that are called Dicyanin Glasses actually don't have Dicyanin in them

He then started selling the original pairs of goggles, which are now quite rare. The urban legend further goes on that Dicyanin was then made illegal! Tin foil hat types will tell you that is because the government didn't want people to discover the existence or ghosts and such.
