The simple fact is that if no one enforces the law, it's just words on paper. So who is going to stop him? The supposed authorities are either on his side or toothless, at the national level. Local resistance will have to tip the scales.

I really like the scale of the sword. In the movie it looked surfboard sized, but foreshortening will do that. This is actually realistic and looks so good!

It may not look like it, but there remains a smidgen of accountability for them. In public, at least. But I advise against relying on that being the case when there are no cameras or witnesses.
