I have to imagine it would be much harder to convince rank-and-file citizens that the incredibly large amount of money we spend on "defense" nationally would be reasonable to spend on "war".

Folks in small towns hate "big government", because they want to feel self-actuating. They don't want to think of themselves as being in the same boat as everyone else.
