4. The tight competition, coupled with highly rumoured future abolishing of the United National Exams puts enrollment in the hands of universities - hello personal connections, nepotism and corruption, as it was before 2005. The Georgian Dream will only encourage that.

3. The changes will suffocate private universities as merit-based state grants are to be be abolished (in parallel with "making education free"), and few will be able to pay fees;

2. According to previous changes, there will be a "one city - one faculty" policy, which means even the university will be decided for you. You want to be a lawyer? Great, no other option than Tbilisi State University;
