I agree it's super frustrating, especially for streaming content, where each streaming service mixes to a different volume standard that's much different from theater and usual industry standards (that's also why commericals tend to be much louder than the show as well).

Hey, sound designer here. There's a reason for this, just not a good one. Most movies are mixed for either dolby atmos or a 5.1 surround system at high SPL and there usually isn't time to redo everything for different formats. So a lot of mixes don't translate as well to stereo, mono, etc at home.
