Read Recovery Attempts can be seen with smartctl -x under Device Statistics (GP Log 0x04). One difference with this setup is that HDDs are mounted to trays using provided anti vibration rubber grommets. I wonder if the HDDs don't like this?

Added additional screw for drive bays and went ahead with last step, stopping RAID 1 and adding last disk to RAID 10. sdd started copying to sdb. sdd went from 3-4 Read Recovery Attempts to 18 when I woke up. I'll check power supply. I still don't know what's causing these.

Time to secure erase disk and reinstall Windows.

Someone on Reddit pointed out that there's an additional screw than can be installed per tray not shown in the instructions. Will try that. Case is Fractal Design 7.

It's the high pitched vibrating sound. That doesn't come from the HDDs. WD 18TB seeks sound more dull than that.

sdc got one more Read Recovery Attempt 30 mins after posting. Listening closely to the case, this noise shouldn't be normal. They are properly mounted per instructions and I did check nothing was loose. I can't hear the server just standing in the same room. Temps are always below 40°C.
