Humandoids who are geased do their bidding and interact with local banks. Then something happens which upsets the balance...

Idea for an element of a ttrpg game I have not gotten the chance to use. Dragon war devastated the surface. They all declare peace and territories and now fight is economic and they sit on their hoards and are essentially central banks. No direct dragon vs dragon is allowed. Humanoids are unaware.

I have no idea what this is but I like it.
