Sony doesn't want this game mixed in with the rumored OTHER Horizon co-op title that is in dev. Sony sees the NCSoft game as targeting a different audience.
Speculation: This could also be the reason NCSoft isn't publishing it to Steam (because the co-op game is eventually going there as well).

Do you need a bigger signal than this? Developers, especially 3rd party, want broad compatibility, and even PlayStation is shifting in that direction. It doesn't matter who is pushing it, the message is right there: compatibility.

New people will always be seen in the numbers. There's always going to be some churn in, and churn out. I just find it interesting that Nintendo themselves are saying "yeah, we expect to sell to the people who bought the first one."
