I barely know Lua and am posting this from bed but if nobody smarter than me gets to it before I get off work tomorrow I can see if I can whip up a proof of concept then (most of the work is already done in this project, tbh).

You could absolutely do this, it's very similar to how Phiggle and crew's Bizhawk Damage Shuffler keeps track of stats and knows when to shuffle. github.com/Phiggle/bizh...
