Percentage wise, that's probably correct. There are only around 73,000 accounts on Bluesky right now, I'm not sure how many accounts are on Twitter but at it's peak Twitter had 237,000,000 daily users, that's daily users.
just fyi for new users 1 Bluesky follower is equal to 50k twitter followers
