Our experience with Irish planners was that creativity was absolutely not to be encouraged. Even simply having eaves (a great tool for reducing heat in summer and preventing water ingress!) was out of the question.

Whether a university will sponsor him is the bigger question. Having some notoriety will help, though.
There might be other options if creative - (DAFT, digital nomad visa, maybe he's got some other claim based on his personal history of course). But asylum is vanishingly unlikely.

Being a white American would make it harder to get asylum, really. But presumably he could indeed find academic work in Europe.

I can assure you Ireland values artists more highly than it values parents.

Because the exhausted parent who would love to be an artist but instead works 12 hours a day to barely pay rent isn't important, apparently.

This seems like a great way to reward people who were already wealthy enough to risk quitting safer jobs to become artists, while punishing those who would like to be artists but couldn't afford such risks.

How so?

To give NL credit where it's due, this is only of the only countries in the world that can make new suburban towns that are actually... good. I live in one car-free and it's great.
