与上个任期的版本相比，增加了如果在法案过后与敌对国公民成交的房产，法院可以予以没收托管的条款。
上一轮该法案，德州当地的华人与黑人活动家进行了抵制，未能像佛罗里达那样通过。但当愿意为华人援手的黑人政治家Sheila Jackson Lee去世后，现在已无法组织起有效的政治反对。
