The most only reasons to pad numbers by arresting people voluntarily leaving are fraud and cruelty. The cruelty and the fraud are both expensive! There is no reason to do this.

IMHO The biggest danger of AI is not how it creates confusion of real with fake, or fake with real, but how it creates a scenario where 'reality' is determined by whoever has the biggest voice (which is why billionaires love it 🙄😥)
