I completely missed this. But from my reading the answer seems to be: not all of them, just the Venezuelans. There were more than 280 remanded to CECOT, and only 252 were released via the prisoner exchange.

Everyone else that they sent to the El Salvador torture prison is still there, and still being tortured, at this moment. Letting Kilmar "get away" from them allows the focus to shift back to that fact.
