Ja subsidiedossiers schrijven kost tijd en is gespecialiseerde bezigheid, en daar huur je consultants voor in. En ook aan de kant van de overheid kost het beheren van een subsidie(programma) tijd en geld. Kleine subsidies wegen meestal niet op tegen administratiekost.
