A streaming service tax could partially fund it. 10% on subscription and as revenue for example. On any kind of streaming video service. Then the licence fee could be cheaper or eliminated, while we still maintain a stable of distinctly British production.

I do not see any peace in the peace plan either. It massively rewards the aggressor and puts an upper limit on how much resistance there would be against any future aggression.

The £20k limit is extremely high tbh. Only maybe the top 2% of incomes (if even that ) are able to consistently max out their ISA limits and pension contribution limits (£80k/year saved). Perhaps the ISA and pension limit should be rolled into one limit. 60k per year spread across isas and pensions.

Where are the restrictions on Russia in this peace deal? Where is the demilitarised zone within Russian or Belarusian territory that prevents Russia building up troops for a future invasion?

Why should NATO be restricted in troop placement? The war was not started because NATO had placed troops in Ukraine.
Why should Ukraine be disallowed from recovering sovereign territory through military means? Russia could avoid having to defend the territory it occupies. How does that help Ukraine?

Would some type of "safe" LLMs be possible - e.g. no racism, no sexual content - if the original training dataset were (probably manually) pruned to remove all racist / sexual material was removed? Then a model trained from scratch on this "clean" data set? Obviously a big/expensive task.
