In addition to job insecurity and loss of support for scientific research, these cuts have the potential to affect longer-term career plans, trajectories, plans, potential breakthroughs, not to mention effects on mental health.

I mean you could argue labs could use sundry funds to cover it, but they are hanging onto those for dear life right now because they might have to use them to pay salaries in the current climate. It's not just this data repo that lost the funding.

Labs are not for profit organizations, they don't have some magical money waiting around, unless they specifically asked for it when they applied for the grants that fund them.
