The predisposition is a mix of arrogance, ambition, extroversion and contrariness. But perfectly possible to have those things and do good and useful things, without the bitterness/trigger.

The age of truly free and frank advice to Ministers has been over for a long time. I can count on one hand the times I can say the system facilitated me giving free and frank advice as an official in my 16.5 years service. Free and frank advice always felt like aspirational statement — sadly.
