I propose the COLE be tied to the LOCAL cost of living. The total dollar amount doesn't matter, it's the buying power of that dollar amount in your area. $45,000 in a rural town in the Midwest is a decent amount. Where I live, you'd have $250/mo left after paying average rent for a modest place.

I live in one of the most expensive areas in the nation, so I'm concerned that the proposed Cost of Living Exemption (COLE) of $45,000/individual will fall way short of helping my area as much as it would less expensive areas.
