Better idea: fully surround any ICE facilities and hotels harboring ICE agents. Pack the streets with so many people it becomes impossible for anyone to get in or out. Set up bright lights aimed into the windows and blast music 24/7 (mariachi would be best). Full siege tactics. Make their lives hell
