Based on 45 years experience. It's either a right forefinger or a left ring finger.
For the technically minded, it's an inner tracing whorl, and they normally only only appear on those fingers.

I stand to be corrected,but the fault ridges on the top of the digit would indicate it originated from a right thumb.

I can't talk too much about my UK Defence work due to client confidentiality, but I have been lucky to train/consult/present in over 30 countries, some multiple times.
