Frontex becoming autonomous. What About EUAA?

Frontex is gaining autonomy, rather than just supporting Member States. This could improve human rights oversight, as pushbacks are often carried out by national authorities and EU agencies are seen as more judicially accountable.

Syria - RETURNS must be VOLUNTARY
I. For now, returns can only be voluntary. Under European legislation, "Member States shall examine whether the change of circumstances is sufficiently profound and durable (...)."
(Articles 11 and 16 of Directive 2011/95/EU).
