What kind of regulations would actually solve reliability though? They already get four to five nines of uptime and government oversight of config changes isn't likely to yield any additional value. Most post-mortems show issues that aren't easy to catch or they'd already be caught.

The unit cost of desalination is very low, so could scale to Iran in theory. Whether they actually can, I'm less optimistic about
