I wonder what the number would be if there were no NGOs such as Open Arms, Sea-Watch, etc…

that’s only half right. On 24th December 1991 Boris Yeltsin sent a letter to the then UN secretary general asking “The RF maintains full responsibility for all the rights and obligations of the USSR under the Charter of the UN”.

It was approved by all member states of the UN unanimously.

This is completely non-historical, the USSR (= the whole republic) signed the UN declaration on January 1st 1942 along with China, US and UK.

The USSR was a republic organised as a federal state. Saying that “Ukraine was a founding member of the UN” is as wrong as saying “Uzbekistan was a founding member of the UN” (Uzbekistan succeeded the Khorezm PSR).
