The other thing is that he can only issue pardons effective in the US for Federal crimes. Those pardons don't have any effect in US states or the ICC.

My lifelong problem with the NYT, as I’m sure for many others: if I think one report is worth noting, immediately multiple other reports/commentaries are way beyond regressive and damaging to society at large—definitely not to the high-mighty-wealthy-powerful.
