Chelsey Lowe sounded the alarm about Sean Grayson long before he shot and killed Sonya Massey.

Her arrest by Grayson led to a two-year-long case and felony conviction. But right before sentencing, her case was suddenly dropped.

NEW: In 2023, Rantoul, IL had its first 2 fatal police shootings in its history — both of young Black men. A review cleared officers, but recommended more training.

Instead, RPD just sent 1 officer to the gun range.
